2026 TLC Conference
Registration is Open!
Join TLC on Tuesday October 6th at Temple University’s Student Center for our 2026 annual conference: Power in Partnership: Building Digital Access Together!
With keynotes that discuss national policy and research, celebrate stories of community resilience, and explore coalition building, you won’t want to miss this conference!
TLC’s annual conference is the region’s premier gathering for digital access practitioners, policymakers, and advocates. The conference draws together frontline digital navigators, community leaders, and institutional decision-makers who are actively shaping how technology access is distributed across Philadelphia and the surrounding counties.

Sponsorship Opportunities Available!
Sponsoring TLC is not funding a single program. It puts your brand in front of a network of 500+ changemakers that collectively serve hundreds of thousands of Greater Philadelphia residents. Your investment is a force multiplier — it reaches every library, every literacy center, every community tech hub in our coalition simultaneously
Here are some of the ways we do it:
Collaboration
Convene regularly to share best practices with the local digital equity community
Outreach
Hosting our annual TLC conference on digital inclusion that is open to members and individuals to raise awareness of digital inclusion needs and digital literacy strategies around Philadelphia
Pooling
Sharing resources, program information, and opportunities to enrich our work
Advocacy
Advocate for digital literacy needs and equitable internet access in Philadelphia
Our Impact
The Technology Learning Collaborative has increased awareness of the tremendous need for digital inclusion programs and services and has armed our members with the knowledge to improve digital literacy and access in Philadelphia.
Our work has ultimately enabled organizations to provide new and better services and increased the life skills as well as employability of Philadelphians.
Our History
The Technology Learning Collaborative is volunteer-run and emerged from a group of Philadelphia nonprofit organizations who were Managing Partners in the Broadband Technology Opportunities Program (BTOP). These grants enabled Philadelphia to create 77 public computer centers (KEYSPOTs) and to offer over 200,000 hours of digital literacy training across the city. Thanks to this one-time funding opportunity, organizations hosting these 77 KEYSPOT computer centers developed robust digital literacy and media education programming. The Technology Learning Collaborative is a natural outgrowth of this initial federal funding and has broadened its scope to any individual or organization that works or volunteers in the digital inclusion field.
