Technology Learning Collaborative Resource Hub
This Resource Hub is designed to provide up-to-date links to local, state-level, and national resources related to digital equity, including internet access, device access, digital skills, and the digital equity landscape.
How to use this Resource Hub
Resources in this hub are organized into two general categories. The first category is all-network resources: those resources that apply to every organization in the network. These resources are organized according to the following categories:
- Low-Cost Internet and Subsidies

- Internet Speeds to Meet Your Needs. Education Superhighway’s quick guide to internet speeds for different household sizes
- CBAN Broadband Glossary. Community Broadband Action Network’s glossary of broadband terms.
- Device Distribution
- Finding Refurbished and Low-Cost Computers. An updated list of sources for refurbished and low-cost devices.
- Baseline Device Specifications. Digitunity’s list of minimum standards for device purchasing.
- Digital Skills
- Digital Skills Glossary. The Digital Skills Library has created a glossary of common digital skills and computer operation vocabulary, along with an instructor’s guide.
- Northstar Assessment Standards. An overview of standards for each module in Northstar Digital Literacy Assessment.
- Digital Equity Landscape
- NDIA Digital Navigator Toolkit. The National Digital Inclusion Alliance has put together a comprehensive toolkit for building and maintaining and digital navigator program, and periodically offers DN training.
- A Human Approach to Closing the Digital Divide. A report on digital navigation from Boston Consulting Group that outlines the rationale and promising practices for developing a digital navigation program.
- ConnectedMN Digital Navigation Framework. ConnectedMN provides “a roadmap for developing excellent digital navigators so their community members can learn to take full advantage of the many services available via high-speed broadband internet.”
